本文以川东北P县为调查研究对象，通过入户走访、问卷调查及整理分析相应部门的统计数据，发现P县农村地区存在劳动力严重缺失、新旧宅基地“外扩内空”现象突出、教育和养老保障服务滞后等问题。农村地区“空心化”问题严重，影响了川陕革命老区乡村振兴战略的实施，农村发展出现了宅基地“外扩内空”、人口结构变化明显、农村社会经济发展滞后等新趋势。根据发现问题及出现趋势，提出优化土地利用结构、加大治理资金投入、改善农村户籍制度、完善社会保障制度、完善特色产业体系等治理措施，以期为实施革命老区乡村振兴战略提供借鉴。

This paper takes county P in northeast Sichuan province as the research object,. And through door-to-door interviews, questionnaires and analysis of the relevant department's statistical data, and it finds that there are serious problems in the development of rural areas in county P, such as the serious shortage of rural labor force, the expanding homesteads but decreasing of population, the lagging service of rural education and old-age security, all contributing to the hollowing issue of rural areas of the Sichuan-Shaanxi old revolutionary base. This has affected the implementation of rural revitalization strategy in the old revolutionary area, and there appear some new trends in rural areas, such as the expansion of homestead, the obvious change of population structure, and the lag of rural social and economic development. Targeted at the problems and trends, this paper puts forward some measures such as optimizing the results of land use, increasing the investment of management funds, improving the rural household registration system, perfecting the social security system and bettering the system of characteristic industries, etc., in order to provide some ideas for the rural revitalization strategy of the old revolutionary base.
